With the latest version of Boinc, 7.2.42 I am having a problem connecting to the localhost.
Initially it connects then sooner or later loses the connection and will not connect.
Stopping and restarting the program does not work, if I uninstall and reinstall it works but then eventually it fails again.

I am running the 64 bit version.

I have uninstalled and gone back to the previous version of Boinc 7.0.64 and so far it is running fine.

The problem must be something else, it lasts longer but I am having the same problem with the older version.
Loses the connection to the localhost and will not re-connect.
Go through and did a repair and Boinc connects once again.

I have had anti-viruses cause problems like that, especially when running certain other programs and hardware configurations. You may need to experiment to find a stable setup. Installing BOINC as a service may help, if you don't use a GPU for BOINC projects.

I do use video GPU. The internet is connected as I am posting this at the same time as Boinc is having a problem.
Right now it has the connecting to message at the bottom of the screen but it also has the Boinc Manager communication window up with a message Communicating with the client, please wait.
With the buttons Exit BOINC manager or cancel.
If I press cancel it goes away and immediately comes back.
The only thing that I can do is exit.

It seems that sooner or later it will not connect, even if I restart the pc. But if I run a repair of the BOINC software it will connect and everything is ok until it stops connecting again.

I have seen posts in the Seti forums about problems connecting to localhost and installing the development version fixing the problem.
I have installed the latest development version 7.4.22 and will see if the problem I am having will go away.

Going to the development version seems to have corrected all the problems I was having connecting.
The problems I was having with my video card driver crashing seems to have gone away as well, so it seems that BOINC may have been causing that as well.
We shall see how things go.

Going to the development version has worked I have not had one problem since updating to it.
Also the problems I was having with my video card have gone away too, no more driver crashes

...
