I've tried installing two different ways, from the distro archives (Linux Mint, incidentally) and from the shell script that BOINC provides. Both lead to the same problems:

1. The client seems to be running, but BOINC Manager can't connect to it. Manager freezes.

2. Boinccmd is unable to attach the client to bam.boincstats.com. It issues an "authorization failure: -102"

I know I used to have this running but for some reason it has stopped and won't restart. Boincstats is threatening to delete this machine due to inactivity so I guess it has been a while since it worked.

Any Ideas?

So the answer to this is that the BOINC in the repository is hosed. Install the Berkeley and restart.
