OK, I am sure that I am not the first one to encounter this problem, but I have to give a bit of history of what is taking place. I signed up for the system nine days ago using a Dell desktop computer running on Windows XP Pro with an attached 500 GB external hard drive and 1 TB external hard drive. I had set up the BOINC software on the 500 GB hard drive and had assigned the data to run on the 1 TB hard drive with 50 GB assigned to three separate running projects. Everything was working fine for a number of days until a total separate situation ruined my Windows program on my internal hard drive. After several Safe Mode attempts to solve the problem, I simply decided to check out the local Goodwill in case they might have another Dell desktop model of the same system that went belly up.
After rebuilding the "new" desktop computer, now with two internal hard drives (old and new) completely configured to run properly, I finally hit the point where it was time to re-download the BOINC software again. I once again tried to have the installation program put the program on the 500 GB hard drive and the data to run off of the 1 TB hard drive. The installation process took an inordinate amount of time, so I just left the computer alone, going back to it the following day after sleeping.
Now, with this being the second day, I tried to run the software and things went haywire, so I did another Safe Mode backtrack to prior to the BOINC download. At that point, I tried my best to delete every bit of BOINC files on both of the external hard drives (I probably did miss a few files???). After this, I re-installed the BOINC software into newly created folders on the 500 GB hard drive using newly created folders on the 1 TB hard drive. As with all non-essential program files, I removed the BOINC files from the Start Up programs, so I have to initiate the program manually rather than bogging down either the CPU or the RAM.
Now that you know what I think of as the important history, this is what is taking place. Every time I try to start the program, there is a notice that comes on the screen telling me that I have to reboot the program because BOINC was not initialized properly. I never had this problem in the past when i had set up the BOINC software with the files not automatically loading on start-up. I was always able to initiate the software manually with no problems. Perhaps I should put the program onto the C: drive and let it use a portion of the C: drive for data, but change the data settings after I get things to working again? I just want to make this thing work, since I have so much GB available for usage.......
Does anyone have any advice??

Following the lead of another user that posted the same type of problem, removed the program followed by re-installation. Working perfectly fine now.
