I upgrade my OS to windows 2008, and I found that, the boincmgr can't connect to localhost. I believe the route cause is that boinc core can't establish a socket. Is this a real issue?

Sorry, after some investigation, I found that, I can connect to boinc core from remote gui. so the problem shoule be, the boinc manager can't listen to localhost. I still can't find a solution.
