When i attempt to open https://milkyway.cs.rpi.edu/milkyway/ in chrome i get ERR_TIMED_OUT

When i run 
time curl https://milkyway.cs.rpi.edu/milkyway/
i got the web page and following time: 
real    0m38.418s
user    0m0.047s
sys     0m0.047s

I was able to get the https://milkyway.cs.rpi.edu/milkyway/ website to load after almost 25 seconds using my Vivaldi browser on my phone. It timed out on desktop on Vivaldi & Firefox.


Edit to add
Once main page loaded, any forum pages were either timing out or loading in around 30 seconds on my phone. Still can't get to load on desktop.
